​DDOT shall develop paratransit systems; prepare studies on the mass transit needs of District residents, including rail and bus services; revise bus routes; support WMATA Board members; act as a liaison between WMATA and the District government; operate, develop, and finance the DC Circulator; and operate, develop, regulate, and finance the DC Streetcar. (DDOT Establishment Act, D.C. Code §50-921.04).

DDOT shall support transit-oriented development by investing in pedestrian-oriented transportation improvements at or around transit stations, major bus corridors, and transfer points.

DDOT shall establish, expand, or continue assistance for transit dependent groups in the District, including the elderly, students, and persons whose situations require special services.
