In general, DDOT shall preserve existing alleys. However, when reviewing applications for street or alley closures, DDOT shall determine whether the proposed alley closure is conducive with the District's transportation policies, goals, and objectives. 

DDOT is one of several district agencies that submit independent reviews of alley closure applications to the Office of the Surveyor, who in turn submits a final application for approval by the DC Council at a public hearing. (D.C. Code § 9-202.15).
